Uruguay distinguishes feriados NO LABORABLES (paid non-working: 1 Jan, 1 May, 18 Jul, 25 Aug, 25 Dec — Ley 12.590; double pay if worked) from feriados COMUNES (working holidays: no obligation to rest; monthly salaries unaffected, jornaleros unpaid unless they work). Monday-moving rule (Ley 16.805 as amended by Ley 17.414): movable feriados falling Tue/Wed shift to the previous Monday, Thu/Fri to the following Monday, Sat/Sun/Mon stay. Only 19 Apr, 18 May and 12 Oct are movable; in 2026 all three fall on Sunday/Monday, so NO feriado moves in 2026. Carnaval (Mon-Tue before Ash Wednesday: 16-17 Feb 2026) and Semana de Turismo (working days before Easter Sunday 5 Apr 2026: Mon 30 Mar - Fri 3 Apr) are never moved; their dates derive from the ecclesiastical calendar. Excludes sector-specific days (e.g. 30 Apr Día del Trabajador Rural, paid only for rural workers) and local feriados (e.g. Ley 20.453: 10 Feb 2026 no laborable only in Lascano, Rocha). 2026 dates cross-checked against the MTSS framework and multiple Uruguayan calendars; IMPO's consolidated text of Ley 16.805 sits behind a subscription wall, so the MTSS page is cited as the open primary source. 2027 EXTENSION (2026-07-30): both Uruguayan regimes are carried forward. The five feriados NO laborables (paid) - 1 January, 1 May, 18 July, 25 August and 25 December - are in the Ley 16.805 art. 2 exception list and never move. Among the feriados comunes only THREE are movable at all (19 April, 18 May and 12 October); art. 1 moves a movable holiday falling on Tuesday or Wednesday back to the preceding Monday and one falling on Thursday or Friday forward to the following Monday. In 2027 that gives Battle of Las Piedras on Monday 17 May and Cultural Diversity Day on Monday 11 October, while the Landing of the Thirty-Three already falls on Monday 19 April and stays. Carnival (8-9 February) and Semana de Turismo are expressly excepted and never move; Semana de Turismo is 22-26 March 2027. MODELLING NOTE: this series lists all five weekdays of Semana de Turismo, as it does for 2026, which reflects the customary non-working week; on a strict reading of Ley 16.805 art. 2 only the Thursday and Friday of that week are the named feriados, so the Monday to Wednesday entries are the broader customary observance rather than named statutory feriados. No annual decree is involved in the Uruguayan calendar.
