What this value means

Read from the enacted Act, not from advisory summaries. Barbados replaced its old sliding-scale corporation tax (1%-5.5% for international business, 5.5%-30% domestic) with a single 9% rate from income year 2024, as the domestic leg of its OECD/G20 Pillar Two response. STATUTORY EXCEPTIONS in s.43(9)-(11) (not served as the headline): (a) 5.5% for a company whose gross income is BBD 2,000,000 or less AND which is registered as an approved small business under the Small Business Development Act, Cap. 318C; (b) a tapered scale — 5.5% up to BBD 1m of taxable income, 3% above BBD 1m to BBD 20m, 2.5% above BBD 20m to BBD 30m, 1% above BBD 30m — for international shipping income, and for companies in an in-scope MNE group whose ultimate/intermediate parent sits in a jurisdiction that has NOT implemented top-up tax legislation delivering a 15% effective rate; (c) 4.5% on electively-treated qualifying intellectual property income (nexus-ratio regime, Division JA). s.43(10) confines these rates to the portion of taxable income earned after 1 Jan 2024. THE 15% IS A SEPARATE TAX, NOT THE CORPORATE RATE: the Corporation Top-up Tax Act, 2024-16 imposes a Qualified Domestic Minimum Top-up Tax that lifts the effective rate to 15% for constituent entities of MNE groups with consolidated revenue of at least EUR 750m (~BBD 1.681bn) in at least two of the four preceding fiscal years, for fiscal years beginning on or after 31 Dec 2023 (https://bra.gov.bb/About/Legislation-Regulations/Corporation-Top-up-Tax-Act-2024-16). An ordinary Barbadian company outside an in-scope MNE group pays 9%, full stop — do not serve 15% as the statutory rate. Also from the 2024 reform: monthly prepayment of corporation tax (s.64B.1), group relief (ss.23M-23X, Eighth Schedule), and a five-year cap on carry-forward of losses from income year 2025. s.46G lets the Minister amend the Division S rate by order subject to negative resolution, so the rate can move without a fresh Act — watch BRA policy notes. Later amendment checked: the Income Tax (Amendment) Act, 2025-30 (assented 11 Dec 2025, commencement 1 Jan 2025) adds only Division VA on economic substance compliance and reporting; it does not touch the rate.
