Guyana policy interest rate
The Bank Rate — the rate at which the Bank of Guyana rediscounts eligible paper for licensed depository financial institutions, published as the single 'BANK OF GUYANA — Bank Rate' line in Table 4.1 (Guyana: Selected Interest Rates) of the Bank's monthly Statistical Abstract and on the Bank's homepage rates panel. It is NOT a discretionary policy rate announced by a scheduled monetary policy committee: the Bank of Guyana has no MPC, publishes no monetary policy announcement calendar, and states in its own Annual Report that treasury bill issuance and foreign exchange market intervention are its primary operational tools of monetary policy.

What this value means
NO ACTIVE POLICY RATE — SAY IT PLAINLY. The Bank Rate has stood at 5.00 per cent continuously for more than thirteen years. The Bank of Guyana's own monthly series (Statistical Abstract Table 4.1) shows 5.00 at every observation from at least December 2016 to April 2026; the last movement was in MARCH 2013, when it fell from 5.25 per cent (the February 2013 month-end reading) to 5.00 per cent — Annual Report 2013: 'The Bank rate fell to 5.0 percent from 5.25 percent'. DATE NOTE: the Bank publishes end-of-month observations only, so 31 March 2013 is the first month-end at which 5.00 is recorded; no separate decision or effective date is published. NOT A DISCRETIONARY RATE: the Bank of Guyana Act 1998 charges the Bank with price stability but the Bank operates no MPC and issues no rate decisions or minutes. Annual Report 2025, 'Monetary Developments': 'The issuance of treasury bills and foreign exchange market intervention continued to serve as the Bank's primary operational tools of monetary policy. The discount rate remained unchanged at 5.0 percent, while the reserve requirement ratio was also maintained at 12.0 percent.' In 2025 the Bank issued and redeemed G$4.0bn of treasury bills for monetary purposes (zero net liquidity impact) and made net foreign currency sales of US$317.8m. TRAP — THE 'DETERMINED BY THE 91-DAY TREASURY BILL RATE' FORMULA IS DORMANT. Every Bank of Guyana annual report from at least 2010 repeats that the Bank Rate 'is determined by the 91-day treasury bill rate', and until 2013 the two did move together. They have since decoupled completely: the 91-day treasury bill discount rate has been 1.10 per cent since December 2023 (1.54 per cent 2020-2023) while the Bank Rate stayed at 5.00. Do NOT substitute the 91-day treasury bill rate, the small savings rate (0.81 per cent), the commercial banks' weighted-average prime lending rate (8.20 per cent) or the 'Guyana WA Prime Lending Rate (%) 7.88' shown on the Bank's homepage — those are separate rows of the same table and none of them is the Bank Rate. ACCESS NOTES: the homepage rates panel at bankofguyana.org.gy/bog3/ carried 'Bank Rate (%) 5.00' at confirmation and is machine-readable, but it is undated; the authoritative dated series is the monthly Statistical Abstract PDF at /bog/images/research/Reports/statistical_abstract/ab<mon><year>.pdf. At confirmation the Statistical Abstract index page listed a May 2026 issue but abmay2026.pdf returned HTTP 404, so April 2026 is the newest fetchable file. The legacy tables at bankofguyana.org.gy/Documents/STAT-ABS/Intrest_rates.pdf and /Documents/Financial Tables/... are both dead (HTTP 404) although search engines still surface them.
